Born in Philadelphia on July 18, 1953, she was the daughter of the late Edward and Mary (Klein) Nagel. Linda grew up in Allentown, Pennsylvania and graduated from William Allen High School in 1971. She received a Bachelor of Science in Physics from Indiana University of Pennsylvania in 1975. After completing Officer Candidate School, Linda had a distinguished career in the United States Navy. She received a Master of Science in Electrical Engineering from the Naval Post Graduate School in 1983.
